Emergency call protocol

Since the first of May ING operates without a duty engineer. The Observing Support Assistant (OSA) starts work 30 minutes before sunset on the WHT and carries the mobile phone (0)616974513.
While the OSA isn't working calls are diverted or the phone remains switched off. On days of OSA change over, the phone is left with Residence reception. Receptionists have been instructed to ignore text messages, should the phone left on (calls are diverted).
Staff and visitors working alone in any of our telescopes must use the lone worker alarm systems.

The lone worker systems will call the following numbers if activated:

  1. OSA mobile phone, (0)616974513 (the OSA is the first contact at night, e.g. for the INT observer)
  2. WHT control room, (0)922405559 (in case the OSA is working alone e.g. when outside, operating RoboDIMM)
  3. Night porter mobile phone, (0)609554576 (this is left with Residence reception outside night porter working hours)
  4. Residence reception, (0)922405500
  5. ING safety adviser mobile phone, (0)616974512
  6. Deputy ING safety adviser mobile phone, (0)609332178
  7. Head of administration mobile phone, (0)669785586
  8. Deputy head of administration mobile phone, (0)690673047

The message:

First the system informs of the telescope concerned e.g. 'INT telescope'. Then the system indicates the alarm type e.g. 'Lone worker requires assistance'. To accept the message, button number '8' must be pressed on the phone. It is then the responsibility of the receiver to act immediately.

The different alarm types programmed are:

  1. 'Lone worker requires assistance' (button pressed on portable unit)
  2. 'Lone worker down requires assistance' (tilt sensor on portable unit activated)
  3. 'Fire alarm'

     Messages are repeated in Spanish.

What to do:

Lone worker alarm (after accepting the emergency call):

  1. Try to locate the lone worker by calling the lone worker mobile phone. INT: (0) 649980452. WHT: (0) 669745006.
  2. If the lone worker can't be located call Residence reception and ask the receptionist to make a 670 call using the ING IP phone (intercom) as detailed in their instructions.
  3. If not successful and if no other ING staff is present ask for the room phone number and call the OSA (future option: call the GTC DE, we are investigating this possibility).
  4. Provide the OSA (future option: GTC DE) with all details and ask him to check the location and to investigate the cause of the lone worker alarm.
  5. Emergency services have to be called from site if necessary. Emergency services will ask for details that only a person at the place of incident can provide.

Fire alarm (after accepting the emergency call):

  1. Call Residence reception and ask the receptionist to make a 670 call using the ING IP phone (intercom).
  2. If no ING staff is available at the telescopes to check if the alarm has a real cause ask for the room phone number and call the OSA (future option: call the GTC DE, we are investigating this possibility).
  3. Provide the OSA (future option: GTC DE) with all details and ask him to check the location and to investigate the cause of the fire alarm.
  4. Emergency services have to be called from site as only staff on site has access to the information details these services will ask for.
